I have the complication resolved on printing the tags. In some way, I got a leading frame on web page one that was non-standard (smaller) than the other pages.
This was throwing every label off. I can not find a way of erasing the first web page only, so I reduced and inserted each address in to a brand-new tag file. The result was fantastic and the top margin on every one of the pages were great.
